The Soviet Military General Staff sees the developments and sees their chances due to the Western powers’ disorder The Soviet leadership is convinced one mighty offense, launched without warning, will overwhelm the defenses of NATO's forces before the alliance can even react. If Soviet forces achieve their objectives in West Germany and the Netherlands, NATO will eventually give up on the Soviet Union’s terms.
