According to state law, hotel guests are required to pay a room tax in the city of St. Louis. This includes a 3.5% Convention and Sports Tax along with a 3.75% for the Convention and Tourism Tax. In the case that these taxes are not paid, guests are subjected to a 2% interest rate every month including an additional 1% interest penalty.
Local and State Governments Raising Hotel Taxes
In recent years, both local and state governments have been increasing these rates to compensate for budget cuts elsewhere. In a 2011 study by the Global Business Travel Association, research showed that the tax rate on a $100 room for one night ranges from 10.5% in Burbank, California to 18.27% in New York City, New York.
In 2012, several states including Connecticut, California, and New York raised their hotel-occupancy tax to generate revenue for government institutions. In Connecticut, the tax rate increased from 12 to 15 percent while in Westchester County, New York, a 3% bed tax was added on top of the 10.38% hotel tax. This makes traveling much more difficult for business executives and professionals to find temporary housing.
Qualifying for Exemptions
In Missouri, there are only two instances in which a guest can qualify for an exemption of the hotel-occupancy tax.
- A guest can qualify for an exemption if they have stayed in the hotel or motel for more than 31 calendar days.
- An exemption may be made for entities associated with the Federal Government including military personnel or American Red Cross. This requires additional documentation that shows that an individual works for federal institutions.
Although some guests may be exempt from paying the increasing hotel-occupancy tax, travelers who intend to stay for 31 days or less are required by law to pay the fee. This becomes inconvenient for individuals who, for example, check in on August 1 and check out on August 31. According to state law, the guest would still be required to pay the occupancy tax because the stay did not exceed 31 days.
