In December 2025, the Ministry of Commerce and the General Administration of Customs of China jointly issued Announcement No. 79, deciding to implement export license management for some steel products starting from January 1, 2026. According to the announcement, the steel products involve approximately 300 steel products under specific HS codes, such as hot-rolled coils, cold-rolled coils, galvanized coils, PPGI roofing sheets, rebar etc., covering the entire industrial chain from raw materials to finished products.
The China Iron and Steel Association stated that China's current inclusion of steel products in the export license management is an important measure to guide the standardized export of steel products and thereby promote the high-quality development of the steel industry. It is conducive to maintaining the global steel supply and demand pattern and trade balance.
